We all know how the Constitution is supposed to keep government from threatening our safety and freedom separation of powers, checks and balances, and an independent judiciary. But how does the document ensure that our 'rulers' have the wisdom, discernment and virtue to pursue the common good? We seek answers to these questions in the Federalist Papers.
